Aging aircraft is one of the most significant challenges facing the Federal agencies. This presentation will discuss the efforts to address aging aircraft problems and how to train personnel to manage older aircraft fleets. Also discussed will be aging aircraft sustainment costs. Aging aircraft systems and mission aircraft readiness will be explored in addition to the hidden costs of operating older aircraft.

The meeting will include updates from the ICAP subcommittees (Acquisition Use and Disposal, Management Data Systems, Communications, and Safety Standards and Training) as well as presentations from the Federal Aviation Administration and Health and Human Services.

Benchmarking: Measuring Your Fleet's Performance
The growing use of Windows-based fleet and asset management systems over the last decade has significantly improved the availability of detailed quantitative data on fleet conditions, performance, and costs. Benchmarking is a technique for using such data to develop an understanding of the strengths and weaknesses of a fleet operation and/or fleet management program. It involves expressing various conditions and performance attributes in quantitative terms and comparing the resulting performance statistics against internal or industry benchmarks that reflect superior performance levels.

The session will walk participants through the key steps of the benchmarking process, from how to express important attributes of a fleet's performance in quantitative terms to where to find suitable benchmarks with which to interpret the resulting performance statistics. Topics covered also will include sources of data, interpretation of performance statistics, and utilization of benchmarking results to home ion one specific fleet management practices that need improvement. Numerous examples of performance measures that Mercury Associates uses in conducting fleet management consulting studies for large and small fleets in both the public and private sectors will be provided.

Rightsizing Your Fleet By Right Selecting Your Vehicles
Much of the attention devoted to the topic of fleet right sizing in recent years focuses on reducing the number, rather than changing the types, of vehicles in a fleet. This session will focus on streamlining fleet performance through the use of strategies and techniques for selecting the right vehicle for the job. Topics covered will include:
  • Developing a process for systematically defining vehicle needs in operational and business application terms;
  • Creating a vehicle selector to facilitate proper vehicle acquisition decisions and capture procurement and operational efficiencies through fleet standardization;
  • Performing a business case analysis of alternative vehicle acquisitions and vehicle acquisition methods (e.g., rent versus own); and
  • Creating feedback loops to the vehicle procurement process to learn from operational experience how to refine vehicle selection and fine tune fleet performance.

These awards will include the “Federal Aviation Program Award” for both large and small aviation programs, and the “Federal Aviation Professional Awards” for both Managerial/Official and Operational/Support categories.
